Police identify Oswego County crash victim

Granby (WSYR-TV) – State Police have identified the man who was killed on State Route 3 in the Oswego County town of Granby Tuesday afternoon. Police have identified victim as 69-year-old Pedro A. Lugo, of Fulton.

State Police say Lugo had stopped to help a woman stranded on the side of the road with a flat tire and was hit and killed by an oncoming tractor trailer after attempting to turn around to give her a jump start.

The truck driver -- 58-year-old Gary M. Hall, of Fulton -- told police he saw the vehicles pulled over on the side of the road, but did not expect Lugo to pull out into traffic.

State Police spokesman Jack Keller says Lugo was not wearing a seatbelt and was ejected from his SUV upon impact. He was taken to the hospital where he was later pronounced dead.

Hall was not injured in the crash.

The accident happened on Route 3 in Oswego County just before 3 p.m.
