Syracuse (WSYR-TV) - One viewer claims she has seen Department of Social Services vouchers used for non-essentials, things like technology or cigarettes. How is this allowed, she asks?

One social services commissioner tells us that public money is never used to voucher such items.

There is a service the department must provide to handle private social security money of individuals who can't manage their own funds.

It is possible, through that service, that vouchers could be written for personal items using the money that belongs to the individual.
