: Syracuse DPW Commissioner Pete O'Connor says the city doesn't alter traffic light patterns.
Rather, Syracuse Police Department officers are responsible for ensuring that traffic flows smoothly.
It's not the taxpayers who pay for those officers to be out.
The university pays for the officers directing traffic to and from the Dome.
