Syracuse (WSYR-TV) – Question: Federal legislation regulating the volume of television commercials relative to programming was scheduled to go into effect in December. So why are some commercials still loud?

Answer: At NewsChannel 9, engineers are working with new equipment to monitor audio levels. However, the FCC requires that advertisements conform to the average volume of the corresponding show. So stations have some flexibility regarding compliance.

A one-year waiver can be granted to any television station or cable operator that shows financial hardship in obtaining the equipment to comply with the new rules.

The waiver can be renewed for an additional year.
