When a tenant leases a property from a renter, there are several responsibilities that they must live up toregarding payment, repairs and behavior. The most basic of these duties is the duty to pay rent. In most states, even if the landlord hasn't fulfilled all of his duties, a tenant cannot withhold payment of rent. Only if the landlord has failed to fulfill implied obligations such as necessary repairs may an individual rightfully withhold rent payments. Depending of the wording of the contract or lease agreement, a tenant is usually required to maintain the property by making repairs. In some cases the tenant is responsible for minor repairs and in other cases they are responsible for all repairs. Most tenants are obligated to not make any structural changes to the property. Finally, most leases will contain behavioral clauses that obligate the tenant to obey regulations, obey the law, and observe health and building codes.
