Syracuse (WSYR-TV) -- NewsChannel 9 has learned a bill that would prohibit out-of-state fugitives from getting public assistance in New York has been blocked in the Legislature.
You may remember the story of
South Carolina fugitive Edward Moses. He was wanted on murder and kidnapping charges and was caught in Central New York after he handed an officer his New York State benefits card.
Since that case aired nearly a year ago, Assemblyman Will Barclay introduced a bill that would ensure checks and balances so nothing like that would ever happen again.
But now, a committee has decided to hold the legislation, blocking it from review or a possible vote.
