Oswego (WSYR-TV) – A man and woman from Central Square were arrested on Thursday after an incident in which the man used zip ties and duct tape to bind a victim to a chair.
The Oswego County Sheriff’s Office charged Matthew Roof, 33, of 166 Little Canada Rd., with two counts of unlawful imprisonment in the second degree, a class A misdemeanor, and two counts of endangering the welfare of a child, a class A misdemeanor.
Police also arrested Tina Roof after the incident, saying that she witnessed it, but took no action to stop it.
Tina Roof was arraigned in Town of Hastings Court and taken to the Oswego County Jail in lieu of $500 bail. She is scheduled to return to court on Nov. 23.
Tim Roof was also arraigned in Town of Hastings Court and then released on his own recognizance. He too is scheduled to return to court on Nov. 23.
