City of Utica declares snow emergency

Utica (WSYR-TV) -- The City of Utica has declared a snow emergency.

Beginning tonight at 10:00 p.m., all cars must be off of city streets to allow snow plows to clear the streets.

The city is asking that all cars be moved or risk being ticketed or towed.
