Update: Oswego Police say missing woman found
OSWEGO (WSYR-TV) - Police in Rochester have located 21-year-old Jessica Elmer. She was located Sunday night just after 11pm.
She was first reported missing last week. Police told us Elmer is mentally handicapped.
She was last seen Tuesday, July 24 walking on East Utica Street in Oswego.
