Syracuse (WSYR-TV) -- Do you need help staying warm this winter? If so, the Home Energy Assistance Program – or HEAP – will begin accepting applications on Monday.
Eligibility for HEAP assistance is based on your income and household size. Applicants are encouraged to apply early because benefits are given on a first-come, first-served basis.
