Rome (WSYR-TV) -- Two people have been charged with violating the city of Rome’s synthetic drug ordinance.

Ian Clapps, 30, a store clerk at Tebbs Headshop was charged after police conducted a premises check and found the items for sale.

Meanwhile, at the Exit 420 Headshop, 18-year-old Nicole Dunlap offered to sell synthetic drugs to an undercover police officer after he asked if she had any.

Rome is the only city in Central New York in which a person can face criminal charges for the drug.
