Fulton (WSYR-TV) -- The city of Fulton has approved a $15.4-million budget for 2013.

The budget does not call for a cut in services, but does raise taxes by about 3.23 percent.

Two positions in the fire department will be eliminated by retirement.

$300,000 from the reserve fund was used to help balance the budget.
