Rochester (WSYR-TV) - Destiny USA and Citigroup were back in court Tuesday -- this time in front of an appeals judge in Rochester.
At the appearance, Citigroup made its case as to why it should not be obligated to resume lending to Destiny USA's Carousel Center expansion project.
Citigroup cut off funding in June, saying Destiny's plan was delayed too many times.
