Report: Kidnap suspect improperly supervised

A new report finds that the California Department of Corrections and Rehabilitation failed to properly supervise parolee Phillip Garrido and missed opportunities to discover the alleged kidnapping victim held for 18 years.

What a joke the public system is, how you can let a man who is already on parole have some kidnapped for 18yrs and nobody catch him? Thanks justice department for screwing the general public once again.

The social service departments all over the nation are infested with incompetency. Some cases have a more tragic ending.

This guy was not properly supervised, really? Duh ya think. He had tents in his back yard with people living in them. If I add a piece of wood to my house the local codes enforcer calls me. Why why why did no one figure this guy out. He was a sex offender on parole and you did notice he was a nut case.
