Syracuse (WSYR-TV) – A Syracuse man accused of beating his 18-year-old girlfriend to death was indicted on Thursday.

Craig Owens, who had been arrested 30 times before the alleged incident according to police, was indicted on murder in the second degree, a class A felony, and manslaughter in the first degree, a class B felony.

Latisha Hayes had been seen around 9 p.m. the night before she was found dead.

Neighbors said they heard loud music, crying, screaming, and other noises coming out of an apartment at 144 Steuben St.

When neighbors next saw Hayes, she appeared to have been beaten, although no one called the police. She was found dead at 11 a.m. on Christmas Eve.

Owens previous record includes drug charges, assault, and unlawful imprisonment. The imprisonment charge was in connection to the choking and beating of a 19-year-old girl in December 2007.
